latex209-base software package provides macro files of LaTeX 2.09 25-mar-1992 version, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install latex209-base
latex209-base is installed in your system.
Make ensure the latex209-base package were installed using the commands given below,
$ sudo dpkg-query -l | grep latex209-base *
